تناول هذا البحث المسؤولية الإدارية للموظف العام عن الأخطاء الناتجة عن استخدام أنظمة الذكاء الاصطناعي في المرفق العام، وذلك في ظل التحول الرقمي المتسارع داخل المؤسسات الإدارية، وبدأ البحث بتعريف المسؤولية الإدارية للموظف العام باعتبارها التزام قانوني يترتب على إخلاله بواجبات وظيفته أو مخالفته للقوانين واللوائح، ثم عرف الذكاء الاصطناعي بوصفه مجموعة من الأنظمة والتقنيات التي تحاكي القدرات الذهنية البشرية وتستخدم في دعم اتخاذ القرار الإداري، وتناول البحث مفهوم المسؤولية الإدارية الخطئية الناشئة عن استخدام الموظف العام للذكاء الاصطناعي، مؤكد على أن الاعتماد على هذه الأنظمة لا يعفي الموظف من المساءلة، كما استعرض عناصر المسؤولية الإدارية والمتمثلة في الخطأ والضرر وعلاقة السببية بينهما، واختتم البحث ببيان جزاء المسؤولية الإدارية التي قد يفرض على الموظف.
