دور الآليات الوقائية في تنفيذ قواعد الاشتباك

تساهم قواعد الاشتباك في التأثير على موقف وتصرفات الافراد خلال العمليات العسكرية من خلال منع التصعيد غير المبرر للعنف وحماية المدنيين، وان نشر هذه القواعد له أهمية كبيرة اذ ان جميع الاليات الاخرى يكتب عليها الفشل أذا لم تقترن بالاليات الوقائية باعتبارها اليات سابقة للولوج في العمليات العسكرية ومدى تأثيرها على سلوك افراد القوات المسلحة وكيفية التعامل في العمليات العسكرية وفي الوقت نفسه تبين هذه الاليات الوقائية كيفية تعامل الافراد المدنيين قبل واثناء النزاع المسلح، أذ ان من خلال هذه الاجراءات يتم تعزيز احترام حقوق الانسان وبناء الثقة بين القوات العسكرية وافراد المجتمع، كذلك تعد الاليات الوقائية ضرورية للحفاظ على الامن والاستقرار للحيلولة دون وقوع اشتباكات عدائية تؤثر بالسلب على الانسانية والعمل على تطوير قواعد القانون الدولي الانساني .
