The environment is a blessing from God Almighty. He created it in a state of completeness and balance, making it suitable for human life and other living beings. From it, we were created, upon it we live, and within it we are buried. It is the origin of our matter, the beginning of our existence, and an integral part of our physical constitution. However, nations and various systems of government have encroached upon the environment, causing pollution. Humans have also exploited its resources unjustly, without any regard for their limits, in pursuit of their comfort. Therefore, we suffer today as a result of our actions and increasing aggression against the environment. The environment is no longer able to replenish its natural resources or maintain the balance of its various elements. Corruption has become widespread on land and sea, and the future of life on Earth is threatened. As scientific progress increases, pollution problems intensify. Thus, saving the environment has become humanity's greatest challenge. Faced with these dangers, it was natural for the issue of environmental protection to forcefully assert itself at both the international and local levels as one of the most important contemporary issues. Appropriate environmental legislation has been enacted to protect the environment through binding rules and regulations. However, the truth is that this is not enough. The issuance of environmental legislation is not effective unless the necessary means for its implementation and follow-up are in place. There is no doubt that the effectiveness and efficiency of the application and implementation of all the different environmental legislations accurately and firmly depends primarily on the existence of administrative bodies or agencies specialized in environmental protection that take upon themselves all the necessary precautions to prevent pollution and preserve the environment. Administrative control, in particular, with its multiple powers, is one of the most important means of law in this regard, as administrative control plays an important role in protecting the environment based on its preventive nature, which is useful in preventing pollution and preventing its occurrence.
