The phenomenon of instability in electoral laws and its impact on youth participation

Abstract

Legislative policy is a plan adopted by the legislative authority in the state, through which it aims to translate the general policy adopted by the state in various social, economic, political and cultural fields. The importance of this policy lies in the electoral laws, as they ultimately lead to the arrival of real representatives to the elected councils. It is noted that legislative policy with regard to electoral laws in Iraq has suffered from a fundamental problem represented in a phenomenon unique to the Iraqi experience, which is its instability, and the tendency of the House of Representatives to change it continuously after each electoral cycle, which has negatively affected the nature of representation, as well as the rates of voter participation
